Just in time for summer: Budget cuts force Forest Service to skimp on firefighters, trucks

Tea Partiers who watched gleefully as the sequester slashed government spending are welcome to douse forest fires near their homes with teapots full of Earl Grey this summer. Across-the-board budget cuts mean federal wildfire fighting efforts could be overwhelmed.

The U.S. Forest Service will hire 500 fewer firefighters this year and 50 fewer fire engines will be available than previously expected, Agriculture Secretary Tom Vilsack announced this week. The Interior Department also plans to pare back its firefighting crews.

The seasonal firefighting jobs are going up in smoke because of Congress’s inability to come up with a national spending plan. President Obama called for spending cuts and tax increases to help balance the budget, but Republicans would have none of the latter.

Limited personnel and equipment will be prioritized to the parched West and Southwest. That will leave the East Coast vulnerable, though the Forest Service says it will do what it can to shift the spending cuts to other places if needed.

The Forest Service hires firefighters in spring and retains them through fall, Tom Harbour, the Forest Service’s national director of fire and aviation management, said in an interview Monday. Last year, when 9.3 million acres burned in the United States, the Forest Service hired 10,500 firefighters. The Interior Department fielded another 2,500. …

The Forest Service was required to cut $50 million from a fire preparedness fund under across-the-board budget cuts implemented this year, which affected nearly every government agency.

The Forest Service has a contingency plan that would allow it to hire additional firefighters throughout the fire season, including training new firefighters and potentially bringing in National Guard or members of the military, Harbour said.

In previous years when more firefighters have been needed, the Forest Service has shifted money out of accounts for things such as road maintenance, campgrounds, wildlife and range management programs, Harbour said. He expects the agency will be able to do so again.

“We’re going to keep fighting fire,” he said.

Let’s hope so. The spending cuts are in place because House Republicans weren’t willing to increase taxes on the rich. But those folks will be crying for Smokey Bear when the fires threaten their mansions in the woods.

Financial Coordinator, Forest & Landscape Restoration / World Resources Institute (WRI) / Washington, DC

The World Resources Institute (WRI) seeks a financial and administrative coordinator to monitor and facilitate all financial and donor reporting aspects of the Global Forest and Landscape Restoration project (FLR) and to provide administrative support to the project team.

The FLR project seeks to mobilize forest and landscape restoration in at least five countries around the world, including Indonesia and Brazil, in order to improve human livelihoods and protect the environment. It is one of two new forest initiatives within WRI.

The financial management of this project is complex, with numerous sub-grants and research agreements, cost-share tracking across multiple project codes, detailed financial reporting and tracking obligations, and budgeting across numerous activities and staff, among other challenges. As the primary point of contract for all financial and administrative activities related to the FLR, the person hired for this position will be critical to the project’s ultimate success.

Responsibilities:

Maintain, monitor, and revise the project’s fiscal accounting and reporting systems and procedures in consultation with the project manager, operations manager, and WRI’s accounting department.

•Monitor all FLR contracts and process all payment requests for subgrants, research, and professional service agreements.

•Ensure the project complies with the funder’s financial reporting requirements, including tracking cost-share requirements, maintaining all receipts for expenses related to the FLR project, and other requirements as determined by the funder.

•Track expense reports for all members of the FLR project and work closely with WRI’s accounting department to ensure expenses are recorded properly.

•Comply with all internal WRI financial reporting, budgeting and contract processes, and deadlines.

•Prepare additional budgets and spreadsheets as requested/needed.

•Help plan and facilitate meetings and events.

•Carryout other administrative duties for the project as needed.

Qualifications:

•Undergraduate degree, preferably in accounting, business, public administration, or a related field.

•2-3 years of professional experience in an office environment.

•Strong interest in program/project administration and coordination.

•Experience with, or demonstrated aptitude for, financial management.

•Understanding of basic non-profit accounting principles and experience in developing, monitoring, and reporting on budgets.

•Experience with managing grants, subgrants, and contracts.

•Strong analytical capabilities and a high level of organization and attention to detail.

•Demonstrated capacity to work well under pressure and successfully manage multiple deadlines and competing demands.

•Proficient with MS Excel, MS Word.

•Previous experience with financial software (Concur and Cognos8) highly desirable but will train the right person.

•Excellent oral and written English language skills.

•Ability to work both independently and as part of a larger team.

•Proficiency in a second language (German or Portuguese preferred) is a plus.

The successful applicant will be an adept researcher with a strong background and knowledge of international forestry issues, landscape restoration, and the environment. Beyond hugging trees: Russian forest activist puts her life on the line, inspires democracy movement

In just a few short years, Evgenia Chirikova, 35, has transformed from a middle-class engineer raising her young family in a Moscow suburb into a nationally and now internationally recognized environmental crusader. On Monday, she was honored as one of six recipients of the Goldman Environmental Prize, the world’s most prestigious award for grassroots environmental activists.

It all started in 2007, when Chirikova and her daughter went for a walk in Khimki Forest — 2,500 acres of federally protected parkland known as the “green lungs of Moscow,” one of the last old-growth forests in the region, and one of the main reasons Chirikova and her husband had moved their family to a suburb north of the city. They noticed trees marked with a red X for removal — and then found out about the government’s plan to build a road from Moscow to St. Petersburg (reported here on Grist in 2010) that would tear right through the middle of this environmentally and culturally important haven.

Not only was the plan unnecessary — the government could have considered alternate, non-forest-destroying routes — but it was also illegal: Russian law doesn’t allow parks to be converted for roads or industry. And the scheme stank of corruption: The contract for the road eventually went to Vinci, a French company with business ties to the Russian government. In 2009, Russian Prime Minister Vladimir Putin issued a special executive order approving the project in spite of the law.

Chirikova started writing letters and then organizing protests, uniting and giving voice to growing public opposition to the project. Defend Khimki Forest, the group she quit her engineering job to form, attracted 5,000 people to its first protest — one of the largest environmental demonstrations in Russia’s history.

This is no suburban activism lite: Their work puts Chirikova and other protesters in real danger. In 2008, an outspoken journalist allied with the activists was brutally attacked by still at-large thugs, who left him permanently paralyzed, brain damaged, and missing a leg and four fingers. Activists protesting similar forest-clearing developments in other parts of Russia have been murdered. Demonstrations frequently veer toward violence, as Erik Hoffner wrote for Grist in 2010:

Probably hired by the logging company’s owner … thugs trashed the activists’ gear and threatened to kill them. When the police were called, the cops turned up late, tarried just long enough to see that the masked men were not currently attacking anyone, and tried to leave. At this point, Chirikova laid down under their wheels so they could not leave, thereby protecting her friends. And who went to jail that day? You guessed it, Chirikova and company.

Russian President Dmitry Medvedev called a halt to construction at one point, but lifted it six months later. The activists did succeed in getting the European Bank for Reconstruction and Development and the European Investment Bank to pull their support for the project. More symbolically, Chirikova has come to represent a growing popular movement toward social and political change in Russia, which boiled over in the form of mass demonstrations last winter. Writes The Washington Post:

By [last summer] she was seeing her struggle as part of a larger battle to make Russian government representative, its courts law-abiding and its people conscientious and active citizens. In December she was cheered by many thousands protesting unfair elections in Moscow.

She has become a champion for besieged environmentalists all over Russia, finding them lawyers, publicizing their battles, flying hundreds of miles to rally behind them.

The Goldman prize comes with a $150,000 award. Chirikova’s fellow recipients include a woman who stood up to Monsanto in Argentina, a Kenyan woman fighting dam construction, a man who mapped polluting factories in China, a Catholic priest organizing against a mine in the Philippines, and an Alaska native fighting offshore oil and gas drilling.

Position Summary:

Responsibilities:

• Ensure efficiency, quality control and adherence to FSC and Rainforest Alliance technical and administration certification protocols for all jobs directly under his/her responsibilities;
• Develop strong expertise in FSC forest management and SmartLogging policies and protocols through onsite and remote training opportunities;
• Cooperate with and support other Rainforest Alliance staff in the execution and coordination of FM client recruitment, assessments and audits and other projects including developing and implementing annual audit schedules to ensure timely and efficient completion of audits;
• Coordinate with and support other staff with regards to financial and audit progress reports and planning;
• Provide input for policy development and technical improvements to the certification system;
• Give presentations and attend meetings, as needed, to promote Rainforest Alliance and FSC certification;
• Contribute to developing client recruitment strategies for regional market segments and key landowners; and

Qualifications:
• Bachelor’s Degree in Forestry, Natural Resource Management or related field required;
• Minimum 3-5 years of field forestry experience;
• Environmental management system auditor training experience preferred;
• Knowledge of Rainforest Alliance Certification and/or FSC certification a plus;
• GIS knowledge and experience desired but not required;
• Strong computer skills (word processing, databases, spreadsheets) and presentation skills;
• Strong organizational, multi-tasking skills and attention to detail;

Work involves assessing programs, identifying problems, recommending solutions, and taking immediate action when appropriate.

Previous sustainability work is a plus, and applicants should indicate any relevant experience or certifications in their cover letter. LEED AP and/or experience in EnergyStar is probably necessary.

Must be self-reliant, very organized and detail-oriented, productive, and have a strong interest in the environment. Trees do a lot for cities. They soften hard, lifeless spaces with a bit of green,
reduce the urban heat island, scrub pollutants, filter dust and dirt from the
air, and more. They are, in other words, an incredibly valuable resource, and
one we should be keeping a close eye on.

But cataloguing the trees within a city—tens or even hundreds of thousands of them—can be a gargantuan and
expensive undertaking. Enter PhillyTreeMap.

PhillyTreeMap is a web mapping
application that solicits citizen input, similar to the successful OpenStreetMap. Robert Cheetham started
the project two years ago when he won a government grant for the idea. Since
then, PhillyTreeMap has grown to encompass a database of over 144,000
Philadelphia trees and an open source code base which Cheetham and his company,
Azavea, are making freely available to other cities. From Philly.com:

doing [tree counts] on their own, and there wasn’t a central mechanism for them
to be in one place,” says Patrick Morgan, Philadelphia Parks and
Recreation spokesman. “This is a great tool for people to see how their
contributions will, over time, help the urban forest grow, which I think is
pretty cool.”

Crowd-sourced geotagged information is
all the rage these days, with people submitting tips, opinions, and complaints
on everything from graffiti to potholes. PhillyTreeMap not only allows people to
site trees on a map, helping street crews and parks that maintain them. Users
can also report the condition of specific trees, helping save resources by
letting city crews focus on the trees that need the most care.

PhillyTreeMap lets people map not only
street trees, but also those on private property—the big old oak in the
backyard or the walnut in the neighbor’s garden. This broader picture of the urban
forest will allow planners to direct tree-planting efforts where green cover is
needed most. For example, Philadelphia is about 20 percent vegetated, though
about half of the city can support trees, Morgan said. The database can help
him and his crews identify the remaining 30 percent and focus on planting
there. PhillyTreeMap can also help the city keep up to date on progress towards
achieving the mayor’s “GreenPlan” of 300,000 trees by 2015.

But don’t count on the database
surviving an audit just yet. One of PhillyTreeMap’s main hurdles is ensuring
its data is accurate. All crowd-sourced websites have to deal with this—think
Wikipedia’s problems with vandalism, or Yelp’s issues with astroturfing.
Cheetham says one of his next steps will be adding some form of editorial hierarchy,
where people who consistently add quality data are rewarded with greater
oversight. He also envisions a sort of “check-in” system similar to that on
Yelp where people can report that they’ve watered a certain tree on such and
such a date.

Though Cheetham released the source code just last month, he
hopes other cities will implement the software soon, and start making their own streets greener.
