Public Buildings Service (PBS), under the
leadership of Facility Management
and Services Program (FMSP), has
developed a strategy for achieving
high performance green buildings.
This initiative aligns with the
Executive and Legislative
requirements for the GSA real
estate portfolio. The Smart
Buildings (SB) Program and the SB
Program Director are executing the
FMSP effort.

The Project Manager works with the
customer to plan, organize, staff,
direct, manage, and report the work
performance of the Contractor staff
to ensure that schedules, staffing,
and budgets are appropriately
managed to accomplish project
objectives. This includes defining
suitable performance measures,
quality standards, security
requirements, and configuration
management requirements;
identifying and mitigating project
risks; and providing support for
evaluating project cost and
schedule progress.

Performs staff development,
including serving as a counselor
and coach, providing input and
guidance to the staffing process,
and actively participating in
staff recruitment and retention
activities.

From a technical perspective, the
Project Manager has a strong
knowledge of and experience in the
principles and activities related
to the development and support of
transportation systems. This
includes knowledge of and ability
to implement and manage Federal
standards and other guidelines to
energy efficiency and
sustainability. This included
knowledge of FEMP standards..

The Project Manager is responsible
for providing technical and subject
matter guidance to project staff,
including (but not limited to)
monitoring the technical
suitability of the methods, tools,
and techniques applied in work
performance; the technical quality
of work performed; and the quality
of IT products delivered.
The Project Manager has sufficient
experience in the development and
support of energy systems to
provide subject matter and
technical guidance for strategic
planning, requirement and data
analysis, operational concept
development, software and hardware
design and integration, database
design, development, testing, and
deployment efforts. The Project
Manager has experience to provide
direction in specifying,
recommending, and selecting
technology architectures suitable
for the successful development and
support of energy-related systems.

Requirements:
Possesses 7+ continuous years
experience with the execution and
management of energy efficiency
projects. This includes 3+ years of
direct experience in leading and
executing enterprise-wide
efficiency efforts. Experience
shall also include the following:
• Demonstrated experience in
planning, directing, and managing
complex projects of a nature
similar in size and scope as
referenced in the Statement of
Work (SoW)
• Demonstrated experience with the
management and supervision of
employees of various labor
categories and skills in projects
similar in size and scope as
proposed for the SoW
• Demonstrated ability for oral
and written communication with the
highest levels of management
• Demonstrated experience managing
diverse requirements with
competing requirements for work
similar to that in the SOW

Education:
• Possesses a BS degree or higher
in Information Systems,
Environmental Science, Engineering,
Business, or related field

At least three (of the ten) years
of experience must be as a project
manager on a energy related
project.
Qualifying experience must include
a minimum of five years of
intensive training/experience in
one of the following IT areas:
1. Content and database information
pertaining to energy service
2. System Architectures and
Framework;
3. Facility and Operations Support;
4. Web site development and
dashboards
