Basic Qualifications:
Must have experience analyzing training needs and acting as a consultant to develop and provide training, utilizing regulatory requirements and industry best practices.

Core Competencies:
- Bachelor's Degree in a physical science, a specialized field or an equivalent combination of education, training, and experience.
- Typically possesses four or more years experience in Nuclear Power Operations or Emergency Response performing analysis and providing recommendations.
- Demonstrated knowledge of all five phase of the Systematic Approach to Training (SAT) process.
- Demonstrated experience developing and implementing ERO training.
- Demonstrated experience developing emergency response drills in accordance with regulatory requirements and commitments.
- Demonstrated experience performing analysis and providing recommendations to meet regulatory requirements.
- Must demonstrate excellent oral and written communication skills and the ability to communicate with diverse audiences.
- Must be recognized internally as an expert in the field.
- Must create a safety conscious work environment.
- Must be required to obtain and maintain SONGS protected area and safeguards information access.
- ANSI Requirements: Shall be competent in technical matters related to plant safety and other engineering and scientific support aspects.
- Demonstrated proficiency in Microsoft Word and PowerPoint.
- Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks and safety appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.
- Must demonstrate effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation.
- Must demonstrate strong ethics, influence and negotiation, leadership, interpersonal skills, and the ability to effectively manage stress and engage in continuous learning.

COMMENTS: Additional testing may be required as part of the selection process for this position.

Preferences:
- Current or previous holder of a Reactor Operator license.
- Demonstrated experience in RAD DOSE V.
- Demonstrated experience with MS Project, Excel, Access, or Visio.
- Demonstrated experience integrating work activities using the Work Management Process.

Typical Responsibilities:
This position will be a Technical Specialist in the Site Emergency Preparedness Division within Southern California Edison (SCE)'s San Onofre Nuclear Generating Station (SONGS). The Technical Specialist will be recognized as a subject matter expert, internal to SCE.

Typical responsibilities will include: Developing and implementing Emergency Response Organization (ERO) training in accordance with the Institute for Nuclear Power Operations (INPO) Guidelines for Training and Qualifications of Emergency Response personnel; coordinating with Station management to ensure that required aspects of drill performance/conduct meets requirements; acting as a Lead Controller in Emergency Response Facilities; analyzing the training needs of the SONGS ERO and acting as a consultant to develop and provide training for the SONGS Emergency Response Team utilizing regulatory requirements and industry best practices; leading teams in the development of drill scenarios to evaluate the abilities of Emergency Response personnel, and acting as a subject matter expert when conducting drill scenarios; performing analysis and providing recommendations to meet regulatory requirements for emergency response gaps; consulting with senior management, regulators and industry peers to address industry problems and issues related to emergency response; obtaining and maintaining SONGS protected area and safeguards information access; and performing other responsibilities and duties as assigned.
