Applications Developer/Analyst

DESCRIPTION

The Applications Developer/Analyst plays a key role in developing or selecting technology tools and systems for staff use. Initially this position will be dedicated to the development and support of Energy Upgrade California program-related tools, including a mission-critical, project management and reporting system. The system is expected to be developed on the Drupal platform, with most of the work done by contracted developers managed by this position in consultation with the Vice President, General Services.

Primary duties will be to participate in the design, development and implementation of a web-based project management and reporting system, support the preparation and submission of regular and special program reports for all contracts, help fulfill client and senior staff data requests, and support the provision of routine reports to senior staff on energy savings accomplishments.

Software management and maintenance duties include administration and management of a SalesForce.com application instance including: user management, tool configuration, report development and the management of third party development contractors for customization development. Additional web application, tool development and project management will also be a required.

ABOUT ECOLOGY ACTION AND ENERGY UPGRADE CALIFORNIA

Ecology Action is an environmental public benefit corporation (non-profit) serving California communities by partnering with local and regional governments, regulatory agencies, and utilities to provide services such as pollution prevention, transportation alternatives, recycling and waste minimization, and energy efficiency. Ecology Action has been selected to administer the Energy Upgrade California Program to deliver a fast-paced, state-wide whole-building energy and water efficiency retrofit and renewable energy program for residential and commercial property owners throughout California.

DUTIES
• Develop or select reporting tools
• Coordinate with contractors providing development services
• Respond to regular and intermittent data requests from the program staff
• Provide technical support to staff and supply data needed for analyses, statements of work, narratives, and cost effectiveness calculators
• Support administrative reporting that meets program’s contractual obligations
• Ensure accuracy and integrity of data-driven systems and tools
• Support analytics team for all program report-related and technical data requests
• Provide data needed for program analysis and other decision support
• Assure integrity of data-driven websites and underlying databases
• Analyze and suggest upgrades to existing tools, systems, and services
• Support program field teams with data analysis and tools that improve overall productivity
• Perform other duties as assigned to meet program and organizational goals

QUALIFICATIONS
• At least two years experience developing complex web applications
• At least two years experience producing and analyzing technical reports
• At least four years experience assessing technology products
• Experience using reporting tools to create flexible report templates
• Experience with software project/program management
• Experience with Drupal or similar platform
• Experience using API's to connect dissimilar systems
• Experience designing and maintaining Relational Databases
• SalesForce.com administration and configuration experience is a plus
• Languages: Perl, php, Python, Shell, Javascript and others
• Advanced use of MS Office Suite, particularly MS Excel

PHYSICAL DEMANDS

WORK ENVIRONMENT

Generally, the work environment is an office setting. Travel may be required to regional offices around the state from time to time. Valid California drivers license, a reliable personal vehicle available for work purposes and current automobile insurance are required.

COMPENSATION
Salary Range: $63,000 to $82,000 per year, 90% of which is paid on a semi-monthly basis and 10% of which is paid quarterly provided that the employee does a good solid job. Additional performance incentive of up to 5%.
